I think ignoring the fact that California has gained population from immigration from overseas only shows half the picture here. I would particularly be curious about the education and income levels of new immigrants.
Well in migration from immigrants have often exceeded outmigration. The point however in the last few years is that immigration from outside the US to CA has shrunk well below outmigration.

Big estates and big families outside of SLC. Utah's vacancy rate is on the lower end but the Census 2020 count pegs it at 8.2% vs California's 6.4%
