AB 2011, as I understand it, doesn't apply to parcels already zoned for housing, even if they're also zoned commercial. So a city can quickly zone the relevant parcels for housing with ridiculously restrictive requirements.
But not that quickly. For once, CEQA helps us. If signed, AB 2011 would come into effect on Jan. 1. A city has to do a CEQA study to rezone, and it takes about a year to do a CEQA study.

AB 2011 applies if the parcels are primarily zoned for commericial. So it tolerates some residential zoning provided its not the primary zoning.
